Pacita's father was elected as the Congressman from Batanes in 1949 and after his first term the family moved from Basco to Manila.
Despite the move, Pacita's early life in Manila continued to revolve around the Batanes political and community activities of her parents.
In Manila, Pacita and her younger brother Jun attended Legarda Elementary School, but every summer the family returned to Batanes.
While in Congress Pacita's father attended night school and received double degrees in Engineering and Law. In 1961 he was appointed Minister of Public Works and Communications under President Macapagal.
